Desde el siglo XV, el gobierno zarista tenía el monopolio de la venta de vodka en Rusia, que generaba 1/3 de los ingresos del Estado. Sólo durante la Primera Guerra Mundial el régimen prohibió la venta de vodka para lograr una movilización eficaz.
